Shipping Refresh/Resort on Shopping Cart

Please make the required changes to refresh and resort shipping sorting on the shopping cart.

When changes are made to a shipping cart, the shipping should automatically refresh and resort to the shipping rates so the customer sees the lowest rate. For example, the system currently shows the freight amount if there is one freight item and a parcel item. Then, if the customer elects to remove the freight item, the shipping estimation should refresh to show the lowest parcel rate been if previously freight was showing.
